  • This report instructs correctional personnel in the use of a three-question proxy screening tool for the purpose of moving as many low risk offenders as possible to a minimum supervision caseload right away. The Proxy allows intake personnel to avoid using a more resource-intensive third generation risk tool on all offenders, thereby freeing up time to focus on higher risk populations.

Assessing Akers Social Learning Theory in the Colorado Young Offenders, Level of Service Inventory (CYO-LSI)

  • This study examines the reliability and validity of the Colorado Young Offender Level of Service Inventory (CYO-LSI). The first analytic phase emphasizes qualitative descriptions of the scales using clinical, theoretical, and empirical foundations. The second analytic phase examines the empirical qualities of these alternative scale configurations. These analyses include an assessment of the scale structure of items assessing the empirical reliability of the alternative scale configurations. The third analytic phase evaluates the predictive validity of the scales. In the final phase, the practical implications of criminal justice decision-making using risk assessment are explored. Analyses of the clinical, theoretical, and empirical scale configurations produce a range of empirically acceptable reliability and validity findings. The empirical scale configuration is the most parsimonious of the three options and produces the strongest results in the predictive validity analysis.
Matching Substance Abuse Offenders to Appropriate Treatment: Theory, Applications and Implications

  • Abstract: The link between substance abuse and crime has long been chronicled. Research shows that matching offender's criminogenic factors with appropriate intervention is effective. In Colorado, substance abuse and other risk factors are measured during pre-sentence investigations, and results are used in sentence recommendations. Using the same instruments, an in-jail treatment program in San Diego focuses on high-risk substance abusers. This paper traces the evolution of risk-needs assessments of inmates, highlights these two studies that target high-risk substance abuse offenders, and addresses he implications for risk-needs assessment today and in the future.
