About J-SAT

Justice System Assessment and Training (J-SAT) is an international consulting firm that brings Evidence Based Practices (EBP) and performance measurement strategies to federal, state, and local correction agencies through system evaluation, training, and assessment and tool development services. We work with each customer to develop instruments and practices that provide the optimum fit for their ongoing needs and cultures.

To identify, design, and transfer the necessary skills and tools that enable
community corrections practitioners to constructively empower themselves,
the people they serve, and the communities they live in.

We believe that constructive social change begins with individual change that is shared through interaction with others. Individual change is a function of awareness, skills and committed practice, as well as social support and interaction. While people differ externally regarding these factors, internally, all people have tremendous untapped resources. J-SAT is committed to “leveling the playing field” so that needier and riskier people under jurisdiction receive greater access to tools related to critical influential factors and, ultimately, to their own deeper personal resources.


Our Experience

Since 1996, J-SAT has contributed to the evolution of community corrections by guiding agencies in multiple countries and 35 states into strategies and technology geared toward obtaining greater accountability and lower recidivism rates. We are the current leaders in large scale system evaluation and change management with extensive experience in design, training, implementation, and quality assurance in each of the following:
  • Offender assessment--implementing statewide standardized assessment protocols (paper and automated);
  • Treatment planning--automating supervision and treatment plan systems for judicial probation and parole systems;
  • Service provider tracking--automating lists of state service providers for fast, optimal offender-to-treatment matching and at-a-glance service provider evaluation;
  • Tool validation--of assessment tools for a variety of offender populations;
  • Program evaluation--both statewide and local programs,
    using scientific sampling and substantive testing;
  • Quality assurance--through training and implementation
    of software, instruments, and
    data management protocols for:
  • Population/caseload triage--training practitioners to
    match levels of service to levels of offender recidivism risk;
  • Workload measures--for both officers and managers and reallocating resources for optimal case management;
  • Facilitating reintegration--of populations transitioning from criminal justice services into the community;
  • Software design--for probation, parole, and provider functions;
  • Practice standardization--for technical violation and revocation practices.
